Description:
Jhpeigo is seeking a Finance Specialist who will support the Sound Financial Management of Jhpiego Projects. This Position will ensure that financial systems are compatible with standard accounting practices and Donor, Jhpiego and John Hopkins University rules and regulation. This Position is responsible for ensuring implementation of accounting processes, good internal controls, risk management, and utilization and safeguarding of assets according to Jhpiego approved policies and procedures.
Responsibilities
- Review of all financial transactions to ensure all required documentations are available and the transactions are in compliance with Jhpiego and Donors policies and procedures.
- Manage QuickBooks accounting system ensuring complete reporting is error free.
- Prepare monthly financial reporting (QuickBooks) files and bank reconciliations and ensure its timely submission to Jhpiego head office in Baltimore in coordination with finance officer.
- Support Finance lead in identifying requirements for and developing reporting formats to aid in the management of country operations and assist the Program Manager in their management, planning and decision making
- Provide the Finance Lead with analysis and reports on obligations and expenditures of the program budget, including sub-agreement budgets with partnering agencies and sub-grantees, monitor expenses versus budgets.
- Managing an end-to-end audit process of current systems – while acting as the first point of contact for external auditors.
- Assist in devising strategy to take corrective actions to address the issues/weaknesses highlighted by the auditors to ensure that finance related audit recommendations are implemented timely at all levels.
- With the guidance from Finance Lead, and Country Director and in coordination with the in-country program staff, develop and monitor annual workplan budget
- Design, implements, and monitors systems, procedures and reporting necessary to maintain accurate forecasts of cash.
- Travelling to field offices for supervision, monitoring and ensuring compliance as appropriate.
- Continually identify risks to delivery, propose solutions where necessary and effectively manage stakeholder expectations throughout.
- Support Finance lead in Liaison with Tax Consultant for timely submission of Information to FBR in respect of various on-going tax matters. Including complete understanding of DoS / USAID vetting procedures and tax exemption requirements.
- Complete understanding of USAID/DoS regulations and support team in clarifying processes.
- Understanding of payment modes including BT & S2B.
- Improve and automate functions where applicable.
Required Qualifications
- Bachelor’s degree in finance, accounting, business administration, or related field. Master’s degree or Professional qualification such as ACCA strongly preferred.
- Minimum 6-7 years of progressive experience in financial management roles within multinational organizations, preferably with international NGOs (INGOs).
- Advanced proficiency in MS Office, particularly Excel (financial modeling, pivot tables, dashboards). Experience using data visualization tools and AI-enabled reporting tools will be an advantage,
- Strong hands-on experience with QuickBooks is mandatory.
- Strong understanding of multi-donor compliance requirements and Government of Pakistan regulations, including taxation, statutory reporting, and relevant financial laws.
- Demonstrated experience managing NGO and international donor-funded projects, particularly USAID and U.S. Department of State (DOS) programs.
- Proven experience in supervising and mentoring finance teams, including performance management and capacity building.
- Demonstrated ability to manage multiple priorities and meet tight deadlines in a dynamic environment.
