Senior Technical Officer

 

Description:


The position will also support effective implementation of MNCH interventions through technical mentoring, supportive supervision, coordination with government counterparts, and routine monitoring of service delivery improvements, ensuring alignment with Government of Sindh priorities, U.S. Department of State (DoS) strategies, and global best practices in MNCH.

Responsibilities
 

  • Support implementation of MNCH intervention packages at secondary-level hospitals and health facilities.
  • Provide technical support to strengthen BEmONC and CEmONC signal functions, including maternal and neonatal emergency care.
  • Support facility readiness for 24/7 EmONC service provision, including staffing, service organization, referral readiness, and availability of essential supplies.
  • Assist in rollout and adaptation of clinical guidelines, SOPs, and protocols in line with national standards.
  • Support implementation of quality improvement (QI) initiatives, including standards-based assessments, gap analysis, and action planning.
  • Conduct routine supportive supervision and mentoring visits to health facilities to improve quality of MNCH services.
  • Support facility teams in identifying service delivery gaps and implementing corrective actions.
  • Promote use of data and performance reviews to inform quality improvement efforts.
  • Support on-the-job training and mentoring of doctors, nurses, midwives, and paramedical staff on MNCH, BEmONC, and CEmONC practices.
  • Assist in planning and delivery of trainings, refreshers, and clinical coaching sessions.
  • Support institutionalization of best practices within facilities and district health systems.
  • Coordinate closely with district health offices, facility management, and provincial stakeholders to support implementation of MNCH activities.
  • Participate in district and provincial review meetings, technical working groups, and coordination forums.
  • Support alignment of project interventions with Government of Sindh policies, strategies, and implementation plans.
  • Support routine monitoring of MNCH service delivery and facility performance indicators.
  • Coordinate with the M&E team to ensure accurate documentation of technical activities and outputs.
  • Contribute to monthly, quarterly, and annual program reports, including documentation of progress, challenges, and lessons learned.
  • Support documentation of best practices and success stories from implementation sites.
  • Ensure compliance with Jhpiego technical standards, safeguarding policies, and donor requirements.
  • Support audits, evaluations, and special technical reviews as required.
  • Perform other technical duties as assigned by the Technical Advisor or project leadership.
     

Required Qualifications
 

  • Bachelor’s degree in medicine (MBBS), Nursing, Midwifery, or a related health profession. Master’s degree in public health or relevant field will be an added advantage.
  • Minimum 6–7 years of relevant professional experience in MNCH programming or clinical service delivery.
  • Demonstrated experience in BEmONC and/or CEmONC service implementation at secondary-level health facilities.
  • Experience providing supportive supervision, mentoring, or clinical coaching.
  • Experience working with government health systems and donor-funded programs is preferred.
  • Excellent oral and written communications skills in English and Urdu. Sindhi is an asset.
  • Strong technical knowledge of maternal and newborn health, including management of obstetric and neonatal emergencies.
  • Practical experience with quality improvement approaches in healthcare settings.
  • Willingness and ability to travel frequently to project districts and health facilities.
