Description:
TSI Engineering Inc. (TSI) is a USA-based design-build commercial and heavy civil engineering construction company. TSI corporate office is located in California, USA.
Roles and Responsibilities:
- Prepare cost estimates, technical and cost proposals, and bid documents in a timely manner for commercial and heavy civil engineering construction projects.
- Must have excellent English speaking skills to make phone calls and communicate with vendors and subcontractors based in the USA.
- Prepare RFQ (Request for Quote) and contact with vendors/subcontractors in the proposed project areas to obtain a quote and identify qualified subcontractors/vendors.
- Read and understand construction drawings and specifications to prepare bill of quantities, take offs and cost estimate.
- Understand contractual terms and be familiar with US Federal (FAR Acquisitions Clauses) and State contracting clauses.
- Evaluate and negotiate quotes to make sure the quotes meet the project requirements and prepare purchase orders.
- Prepare project schedule (Primavera P6 and MS Project), perform construction procurements to ensure the availability of construction material at the site before starting any construction activity. Identify any potential risks.
- Coordinate with the site project manager to ensure site personnel are provided with proper documentation and prepare a monthly and week ahead schedule.
- Prepare construction submittals, Construction Quality Control (CQC), Health & Safety Plan, and maintain submittal logs.
- Maintain relationships with subcontractors and clients.
- Formulate a cost breakdown from the estimate, analyze labor, material, equipment, and time requirements for a project.
Skills and Qualifications:
- Minimum B.Sc. in Civil Engineering, M.S. in Construction Management shall be preferred.
- Minimum 5 years of experience in Project Estimation, preferably for the US construction industry, similar or related position.
- Previous experience in estimating multi-million dollar projects.
- Experience with estimating software and spreadsheet design, and the ability to use CAD programs.
- Working knowledge of construction costs and principles.
- Must be detail-oriented. Excellent analytical and critical thinking skills.
- Knowledge of how to read and comprehend blueprints.
- Estimating experience (quantity takeoffs, purchasing accounting, engineering design knowledge, and project management experience is desirable)
- Excellent written and verbal communication skills.
- Must have strong computer skills, especially knowledge of spreadsheets.
- Knowledge of how to use complex project management software and construction scheduling software, such as Primavera P6, is preferred.
- Flexible to adapt to changing project requirements, timelines, and priorities.
