Description:
KnK Japan is seeking a qualified and motivated Procurement Officer for a project-based position to support its humanitarian and development programs in Pakistan. The Procurement Officer will be responsible for planning, implementing, and managing procurement and contracting processes in compliance with KnK Japan’s Procurement Manual, donor regulations, Public Procurement Regulatory Authority (PPRA) Rules, and applicable national laws. The position ensures transparent, timely, cost-effective, and quality procurement of goods, works, and services across project locations.
Key Responsibilities:
The Procurement Officer will manage the full procurement cycle, including procurement planning, solicitation, bid evaluation, contracting, and vendor management. The role requires close coordination with program, finance, logistics, and field teams to ensure value for money, regulatory compliance, and timely delivery in line with project objectives.
Specific Duties and Responsibilities:
• Prepare annual and project-based procurement plans in coordination with program and finance teams
• Conduct procurement processes in strict compliance with KnK Japan Procurement Manual, donor requirements, and PPRA Rules
• Draft and manage RFQs, ITBs, RFPs, bid opening minutes, bid evaluation reports, and contracts
• Support and coordinate Procurement Evaluation Committees (PEC) and Procurement Review Committees (PRC)
• Ensure transparent bid opening, evaluation, and award processes in accordance with PPRA procedures
• Maintain and regularly update vendor databases and supplier performance records
• Oversee contract administration, delivery verification, and supplier performance monitoring
• Coordinate with finance for advance payments, invoices, and procurement close-out
• Ensure proper procurement documentation, filing, and record-keeping for audits and donor reviews
• Support compliance checks and respond to internal and external audit observations related to procurement
Required Qualifications:
• Chartered Accountant (CA)/ACCA Inter with Articles completed are strongly preferred
• Master’s degree in Supply Chain Management, MBA (SCM), Procurement, Finance, or a related field
• Minimum 3+ years of relevant procurement experience
• Prior experience with INGO/NGO, UN agencies, or donor-funded projects is a strong advantage
• Demonstrated working knowledge of PPRA Rules and donor procurement compliance frameworks
Required Skills and Competencies:
• Strong understanding of procurement laws, donor regulations, and ethical standards
• Excellent analytical, negotiation, and documentation skills
• Ability to manage multiple procurements under tight deadlines
• Strong coordination and communication skills with internal and external stakeholders
• Proficiency in MS Office; ERP or procurement software experience is an asset
• High level of integrity, accuracy, and attention to detail
